Theodore J. Hanna is an attorney specializing in public international law, sovereign debt, and international financial governance, admitted to practice in New York and before the U.S. District Courts for the Southern and Eastern Districts of New York. His professional work bridges bankruptcy and insolvency litigation with academic research in international economic law, and he holds an LL.M. in Public International and European Law from the National and Kapodistrian University of Athens, where his research examines financial stability, digital monetary systems, and transnational legal frameworks. 

As a 2026 Fellow, he will conduct a project on the Piraeus COSCO investment, analyzing its implications through the lens of international investment law, state sovereignty, and EU legal frameworks. He is conducting this research under the supervision of his host professor at the National and Kapodistrian University of Athens (NKUA), Dr. Anastasios Gourgourinis. In collaboration with Greek legal scholars, practitioners, and policy institutions, the project will assess issues of regulatory autonomy, investor-state dispute resolution, and the interplay between Greek national law, European Union obligations, and bilateral investment treaties.
